Overall Mandate
The overall mandate of the Authority is to oversee the establishment of an integrated, efficient, effective, and sustainable public transport system within the Nairobi Metropolitan Area (NMA).
Functions of the Authority
Strategic Planning:
- Developing a comprehensive public transport strategy for the NMA.
- Creating a sustainable urban mobility plan aligned with the strategy.
- Formulating and overseeing the development of an integrated mass rapid transit system strategy.
Mass Rapid Transit:
- Planning, regulating, and coordinating the supply of adequate and effective mass rapid transit systems, including bus rapid transit and commuter rail.
Infrastructure Development:
- Providing an enabling environment for the orderly and structured development of mass transit systems.
- Coordinating with other government agencies and stakeholders for the development and operation of necessary transport infrastructure, facilities, and works.
Public Transport Improvement:
- Formulating and implementing programs and policies to enhance overall public transportation systems within the NMA.
Economic and Environmental Benefits:
- Assisting in poverty alleviation through increased economic efficiency.
- Improving the environmental sustainability of the transport system.
- Facilitating the integration of transport and land use planning.
- Making better use of existing road space and reducing the need for new road construction.
Traffic Management:
- Developing an inventory and conducting continuous evaluation of the declared road network status within the NMA.
- Formulating strategies to improve traffic flow, implement planned traffic engineering and management works, and ensure optimal utilization of intermodal transport.
Research and Funding:
- Conducting studies and research to identify mass rapid transit system routes, corridors, networks, and service levels.
- Developing appropriate and sustainable funding mechanisms to achieve NaMATA's objectives.
Parking Regulation:
- Regulating both on-street and off-street parking on declared corridors and imposing fees and penalties.
